Rubbish - tracking the behaviour from purchase to disposal

With initiatives on refuse collection appearing to focus tracking bins and lorries, it seems that we have perhaps overlooked the problem of rubbish in our parks and other open spaces. Is this about behaviours or smarter monitoring of the journey from purchase to disposal? Maybe both?

My recent experience from another local authority would suggest that they are insufficient resources to monitor and penalise individuals who litter. The response has been to raise awareness campaigns through neighbourhood campaigns e.g. newsletter.

I don't believe this is a solution.

There has to be a smarter way to reduce, prevent and educate.
